The draft resolution outlines the functions of the RTA in regulating the use of bicycles in the Emirate of Dubai. These functions include setting and approving the requirements, standards, and technical manuals for building and managing designated cycle lanes on the public roads of the Emirate, including security and safety requirements, the placing of relevant information signs indicating cycle lanes, and establishing the rules governing the use of bicycles thereon, including any particular technical requirements that must be met to allow bicycles to run on the road.
The rules and conditions which cyclists are obliged to observe are also set out in the draft resolution. Such obligations include: to ride bicycles only on cycle lanes; to refrain from riding bicycles on public roads where there are no cycle lanes and where speed limits may exceed 60 KM/H without first obtaining a permit from the RTA; to refrain from carrying passengers on bicycles unless such bicycles are equipped for that; to wear a helmet and a reflective vest/jacket; to comply with the relevant security and safety requirements set by the RTA; and to abstain from riding bicycles on days where there is dense fog, heavy rain, or gusty winds.
