Director General Message

It is with great pride and honour that I preside as Director General of the Government of Dubai Legal Affairs Department which was established under the patronage of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, in line with his vision for the Emirate.

It was the embodiment of this vision and the implementation of the aspirations of the Emirate's leadership which resulted in the unprecedented economic and social growth in Dubai and which subsequently led to the inception of the Department in 2009. The Department was established with the aim of providing a broad range of legal services to the Government in order to develop a legal environment that was equipped to meet the effects of this growth.

The Department strives to provide the Government of Dubai and Government entities with a broad range of legal services and to have oversight of their various legal matters, pursuant to its establishing law. Most notably the Department is tasked with fulfilling its role as the regulatory authority for the legal profession in the Emirate. The Department has a mandate to license legal consultancy and advocacy firms, and supervise the training of advocates and legal consultants practising in Dubai.

The Department further carries out the essential role of receiving all complaints against the Government and Government entities with the objective of amicably resolving such disputes before lawsuits are filed. It is also mandated to draft and amend all local legislation, issue explanatory memoranda and legal advice and represent the Government and its interests in all committees formed to consider federal legislation, international conventions and treaties. This role places the Department at the forefront of the legal sphere both locally and federally.

The Department is acutely aware of the magnitude of its responsibility and the esteemed confidence of our leadership serves as a beacon from which we continue to endeavour in our mission to create an integrated legal system in the Emirate in accordance with international standards and best practices.

The Department approaches its work with precision aimed at delivering legal services to the highest possible standard and as the economic and social growth in the Emirate of Dubai continues to move forward, we vow to continue our work with the same sincerity and dedication in the hope that the Department provides yet another measure of confidence in the Emirate of Dubai.
